Housing • Health • Equity • Care
Our Four Pillars
The HHECO System is built on four foundational pillars that guide every organization within our framework.

Housing
Safe, stable, and supportive housing as the foundation for recovery and well-being.

Health
Comprehensive health services including HIV/AIDS care, medical case management, and wellness support.

Equity
Ensuring fair access to resources and services for all community members regardless of background.

Care
Compassionate, person-centered care that respects dignity and promotes self-sufficiency.
Our Organizations
Each entity within the HHECO System operates independently with its own mission, funding, and governance structure.

Supportive Services
(PRR)
Provides supportive services and housing support to individuals in recovery. Operates independently, generates its own revenue and does not receive funding.
(PRRH)
Focused on housing and property management, providing safe and stable living environments. Does not receive funding.

Ryan White Provider
(PRO)
Ryan White HIV/AIDS Program service provider offering medical case management, HIV support services, referrals, and care coordination.

Framework
A framework and methodology used across our three organizations to ensure housing meets the needs of individuals in recovery and care.

Organizational Independence & Compliance
The HHECO System is a framework connecting independent organizations. Each entity — Progressive Recovery Outreach (PRO), Progressive Recovery Resources (PRR), and Progressive Recovery Resources Homes (PRRH) operates with its own governance, funding, and administration.

Only Progressive Recovery Outreach (PRO) is a Ryan White HIV/AIDS Program service provider. Ryan White funds are not shared with, transferred to, or used by any other organization within the HHECO System.
