About PRR

Progressive Recovery Resources (PRR) is a for-profit service delivery organization that provides Medicaid-reimbursable health and supportive services to individuals living with HIV/AIDS and other vulnerable populations. PRR is designed to deliver billable, sustainable services that support long-term stability, health outcomes, and housing retention.

PRR operates as the service engine within the broader organizational model, working alongside PRO (nonprofit) and PRRH (housing entity) to create an integrated system of care.

PRR Service Overview

Progressive Recovery Resources (PRR) is a for-profit service delivery organization that provides NC Medicaid reimbursed HIV/AIDS Case Management, Peer Support Services, and Personal Care Services, while offering private-pay supportive housing services to stabilize clients in appropriate housing.

HIV/AIDS Case Management

Comprehensive care coordination for individuals living with HIV

  • Linkage to medical care, treatment adherence support, and resource navigation

  • Coordination with Ryan White providers, medical providers, and community services

  • Focus on viral suppression, retention in care, and whole-person stability

Outcome: Improved health outcomes and reduced gaps in care.

Personal Care Services

  • Assistance with activities of daily living (ADLs)

  • Supports individuals with functional limitations to remain in community settings

  • Delivered in home and housing environments

Outcome: Prevents institutionalization and supports independent living

Peer Support Services

  • Delivered by trained individuals with lived experience

  • Provides mentorship, engagement, and system navigation support

  • Helps clients remain engaged in care and services

  • Builds trust and reduces barriers to accessing treatment

​Outcome:  Increased engagement, reduced isolation, improved service utilization.

Other Services

PRR also offers Supportive Housing Services on a private pay basis. 

These services are not typically reimbursed by Medicaid, allowing PRR to: Fill critical service gaps; Maintain flexibility in service delivery; Align services directly with housing outcomes

  • Housing stabilization and tenancy support

  • Crisis intervention and eviction prevention

  • Life skills coaching (budgeting, hygiene, routine building)

  • Landlord coordination and housing placement support

  • Integration with “Appropriate Housing” model (right-fit housing vs. over-placement)

PRR Home Care (License # HC7709)

  • In-Home Aide Services: Assistance with daily living and personal care.

  • Companion & Sitter Services: Social engagement and safety supervision.

  • Respite Care: Essential support and relief for primary family caregivers.

  • Accessibility: Proudly accepting Medicaid and Private Pay clients.

Progressive Recovery Resources operates independently from Progressive Recovery Outreach (PRO) and all other entities within the HHECO System.

PRR generates revenue through Medicaid billing and delivers direct services tied to measurable outcomes while supporting residents placed through PRO programs and PRRH housing. PRR ensures these services and housing operate together—but remain compliant and financially distinct.
